19th Street between Fourth & Fifth is rapidly bulking up. The Bushburg building at 635 Fourth is rising fast, a monolithic presence as you look down from Fifth. On the south side of 19th, mid-block, the development at 198 seems to have reached full height. What a contrast to the group of buildings that preceded it. A low-lying block feels increasingly overshadowed.
